Chhayyuth Chhorn is a dedicated and experienced professional who is playing a pivotal role in improving early grade reading education in Cambodia. As the Deputy Chief of Party-Technical (DCOP/Technical) for USAID Cambodia's Inclusive Primary Education Activity (IPEA), he oversees all technical aspects of the national early grade reading program rollout and ensures its effective and faithful implementation. 

Mr. Chhorn brings over 13 years of experience in education project management, technical implementation, and data management. He has a deep understanding of the education sector in Cambodia and has built strong relationships with key stakeholders, including the Ministry of Education, Youth and Sport (MoEYS), development partners, and NGOs.

Leading IPEA's monitoring and evaluation activities, Mr. Chhorn leverages data insights from various sources to inform program adaptations. He works closely with technical teams to adjust project activities, focusing on areas like the mentoring program, grade 3 Teaching and Learning Materials (TLMs) development, and the school-based management (SBM) program to maximize effectiveness. He has collaborated with the Education Quality Assurance (EQAD), the National Institute of Special Education (NISE), and the Special Education Department (SED) to adapt the Early Grade Reading Assessment in Cambodian Sign Language (CLS) for deaf children. This initiative transformed the assessment into a valuable tool for supporting inclusive teaching and learning in schools.

Mr. Chhorn is also a strong advocate for using technology to improve data management in education. He actively collaborates with MoEYS and NGOs to integrate technology into teaching and learning, utilizing data-driven approaches to improve the quality of early grade education in Cambodia. His expertise extends to building government capacity in developing electronic data collection systems for the nationwide mentoring program. 

Mr. Chhorn is a member of the Early Grade Learning Steering Committee, the MoEYS ICT Curriculum Development Committee, and UNLEASH Global Talent. He is a native Khmer speaker and has full professional proficiency in English.
