Advancing energy innovation, discovery science, and national security through cross-sector collaboration

Objective 

To support the Genesis Mission by helping unite the nation's leading research capabilities across government, industry, and academia into a coordinated ecosystem that uses artificial intelligence (AI) to move breakthrough ideas more rapidly from discovery to deployment and address critical energy and national security challenges. 

Approach 

RTI, through TechWerx, administers and operates the U.S. Department of Energy (DOE) Genesis Mission Consortium, managing partnerships, projects, and engagement across National Laboratories, private-sector innovators, and academic institutions. RTI enables structured collaboration through working groups, funding coordination, and ecosystem-building activities that connect expertise, data, and infrastructure at scale. 

Impact 

The consortium is rapidly building a national innovation ecosystem that links organizations across government, academia, and industry to accelerate discovery and strengthen U.S. leadership in science and technology. By helping reduce barriers to collaboration and providing a centralized access point for innovation, RTI helps the consortium close the distance between scientific insight and real-world application—enabling breakthrough technologies to move more quickly from concept to deployment. 

Transforming how science is done in the United States 

The U.S. Department of Energy’s Genesis Mission represents a national effort to reimagine how science is conducted—leveraging AI to accelerate discovery and address complex national challenges. Designed to connect advanced computing, data, and experimental systems, the initiative aims to build one of the world’s most powerful platforms for scientific innovation. At a time when advances in AI, computing power, and data infrastructure are reshaping how evidence is generated and applied, the initiative is designed to help researchers translate discovery into impact faster than ever before. 

A cornerstone of this effort is the Genesis Mission Consortium, a public-private partnership that connects National Laboratories with industry leaders and academic institutions. The consortium creates a collaborative engine for innovation, enabling organizations to work together in ways that were previously difficult due to fragmented systems, limited access to resources, and administrative barriers. 

RTI’s role 

RTI International was selected by DOE to lead and operate the consortium through its TechWerx partnership intermediary. In this role, RTI is responsible for managing day-to-day operations and scaling the consortium’s reach and impact. 

RTI’s responsibilities include facilitating partnerships, agreements, and subawards; coordinating communications and outreach; and organizing events and working groups. By serving as a neutral, trusted intermediary, RTI helps organizations navigate collaboration, align around shared goals, and move quickly from concept to execution. RTI's role extends beyond coordination—helping partners connect scientific expertise, technical capabilities, and implementation pathways so promising ideas can move rapidly from discovery to deployment. 

Enabling collaboration across sectors 

A defining feature of the consortium is its ability to connect organizations across sectors and disciplines. Participants include DOE National Laboratories, leading technology companies, emerging innovators, universities, and public-interest organizations. 

Through structured working groups, members collaborate in key technical areas aligned with Genesis Mission priorities such as AI model development, data integration, high-performance computing, and robotics. By bringing together expertise across disciplines and sectors, the consortium enables organizations to solve problems that do not fit neatly within a single domain or institution. 

The consortium also supports partnership formation by helping organizations identify potential collaborators, pursue mission-aligned opportunities, and structure project pathways where appropriate. 

Tackling high-priority national challenges 

The Genesis Mission focuses on a set of critical science and technology challenges with implications for energy, economic competitiveness, and national security. These include areas such as advanced manufacturing, biotechnology, materials science, nuclear energy, and quantum technologies. These challenges require more than scientific excellence alone. They demand organizations that can connect research, technology development, and implementation at scale—helping ensure that discoveries lead to tangible outcomes for energy security, economic competitiveness, and national resilience. 

By aligning capabilities across sectors, the consortium is designed to accelerate progress in these domains by reducing fragmentation, improving research coordination, and increasing the likelihood that discoveries translate into real-world impact. 

Building a scalable innovation ecosystem 

Beyond individual projects, the consortium is designed to establish a long-term innovation ecosystem. It functions as a neutral coordination mechanism where organizations can contribute expertise, access resources, and form strategic partnerships. 

This model lowers barriers for participation, particularly for nontraditional partners such as small businesses, startups, and nonprofit organizations. It is intended to expand pathways for engagement with DOE’s world-class research infrastructure, creating new opportunities for collaboration and innovation. 

Strengthening U.S. leadership in science and technology 

Through its role operating the Genesis Mission Consortium, RTI is helping create the connective infrastructure that supports U.S. leadership in AI-enabled scientific discovery. As advances in artificial intelligence, data infrastructure, and scientific computing reshape how research is conducted, RTI is helping create the partnerships, systems, and pathways needed to turn evidence into action.
