Ted Lillys

Ted Lillys is an expert in environmental fate and transport modeling with skills in scientific software application development. A licensed professional civil engineer, Mr. Lillys contributes to our work in human and ecological risk assessment.

Mr. Lillys is responsible for planning and executing scientifically rigorous environmental risk assessments involving groundwater and surface water fate and transport pathways. As a software developer, he has created desktop applications that contribute to the practice of environmental engineering by supporting subsurface model development and visualization, groundwater flow and transport simulators. He has worked for an extensive roster of federal clients, including the U.S. Environmental Protection Agency, U.S. Air Force, U.S. Army Corps of Engineers and NASA, on a variety of projects to protect drinking water supplies, improve waste management, and monitor Superfund sites.

Mr. Lillys also has background in operations research and management decision support. He has applied a variety of optimization techniques to physically based models, like groundwater flow and transport, to design effective and economical remedies and to manage resources efficiently. Mr. Lillys has also applied linear and non-linear methods to directed graph problems for network optimization.  Since joining RTI, Mr. Lillys has developed expertise in the area of multiple criteria decision analysis as it applies to food safety concerns of the U.S. Food and Drug Administration.

Mr. Lillys joined RTI in 2015 after nearly two decades with HydroGeoLogic, an engineering firm in Washington, D.C. He is certified in hazardous waste operations, and is a member of the Society of Risk Assessment, the Society of American Military Engineers and the National Ground Water Association.
