Dakisha Locklear is a research services manager at RTI, with a primary focus on survey research data collection and quality-based project leadership. She is an expert in managing large, complex data collection efforts and developing data collection operations, protocols, and procedures. Her key areas of focus also include data monitoring and reporting, sample management, interviewer and supervisor training and case-flow strategies for establishment surveys.

As a leader on multiple projects, Ms. Locklear is also proficient with data consistency assessments and cross-sectional and longitudinal tracing and locating. Ms. Locklear consistently leverages her expertise across multiple projects within mental health, children and families, and education for government, foundation, and nonprofit organization clients. She currently serves as the project director for the Indiana University tracing studies and plays key roles on the National Electronic Health Records Study and the National Postsecondary Education Student Aid Study.

Ms. Locklear's passion for education and serving her community has afforded opportunities to serve in many leadership roles at RTI and externally. Ms. Locklear has served as Conference Chair and President of the Southern Association for Public Opinion Research (SAPOR) and Community Outreach Co-Chair of RTI’s Black Employee Resource Group (BERG). She is currently the chair of the History Subcommittee for the American Association for Public Opinion Research (AAPOR). In April of 2024, she was elected AAPOR's Associate Member and Chapter Relations Chair.
