Westleigh Quattrone is a research heath information technology scientist at RTI. He has over two decades of experience conducting contracts and laboratory research in health IT, health care, psychology, and sociology. 

Currently, Mr. Quattrone supports the Assessing & Tracking Tactical Forces Initiative – PHASE 2 (ATTAC2). In partnership with U.S. Special Operations Command, NC-COMP is developing neurophysiological and performance-based measures to characterize impairment and recovery across the Special Operations Forces career span. The program integrates precision digital phenomics and AI-driven analytics to support adaptive, personalized treatment pathways. By linking brain health data to readiness outcomes, ATTACT2 aims to enhance long-term operations performance and resilience. Early candidate screening informs next-generation tools for TBI monitoring and treatment. This effort extends Warfighter longevity, ensuring elite forces maintain peak capability throughout and beyond their services. 

Some of his health IT and public health information projects include: 

  • Overseeing client relations
  • Ensuring compliance with contract terms and scope of work
  • Placing and mentoring staff
  • Monitoring budget expenditures and labor hours
  • Supervising partners and subcontractors
  • Producing and submitting high-quality deliverables
  • Leading overall project control

Mr. Quattrone is also involved in the capture and business development planning and pursuit of proposal opportunities. He develops and maintains a website to improve public access to nonprofit hospital community benefit spending data and supports web application development and data management for two national advanced primary care medical home models. 

Before joining RTI, Mr. Quattrone worked as a social science researcher at Westat. He worked on healthcare and health IT projects to investigate electronic health records (EHR) usability, children’s health and HER, unintended consequences, community-based services linkages between clinical and community resources, and web-based tools on a AHRQ’s NRC portal.
