Peter Lyu is a Manager and Research Economist with experience and training at the intersection of health policy, economics, and evaluation science. He is an expert in leveraging quantitative data and applying robust statistical methods to understand complex questions and develop innovative solutions. 

At RTI, Dr. Lyu’s recent work has focused on the design and performance of alternative payment models where he supports several projects for the Centers for Medicare and Medicaid Services (CMS). For the Shared Savings Program, he leads a wide-ranging task responsible for program compliance, policy coordination, and ad hoc analyses and provides subject matter expertise for Federal rulemaking. For the Accountable Care Organization Realizing Equity, Access, and Community Health (ACO REACH) model, he has led the team responsible for measuring quality related to hospital readmissions. Dr. Lyu investigates and advises on new statistical models for RTI projects tasked with maintaining CMS risk adjustment models that are used throughout the health care industry. He also leads the development of novel outlier detection tools that can be applied across industries beyond health care. 

Dr. Lyu collaborates with academic researchers to study issues involving payment incentives, health care provider organization, contracting, and competition. He has published in Health Affairs and medical journals, with his most recent work examining how payment model design and incentives can drive participation patterns and contracting arrangements.
