Kayla M. Siler is a program manager for strategic operations with RTI's Education Practice Area. Ms. Siler’s work at RTI includes supporting schools and districts with the implementation of competency-based education, managing projects with multiple education partners, and conducting program audits to support strategic planning initiatives and continuous program improvement.

Ms. Siler supports project management for the Defense STEM Education Consortium (DSEC), a collaborative partnership that aims to broaden STEM literacy and develop an agile STEM workforce. With the goal of inspiring the next generation of scientists and engineers, this multi-year effort includes elements focused on STEM enrichment programs for students and educators, STEM workforce engagement, program evaluation, and public outreach.

At RTI Ms. Siler manages a team of consultants supporting a variety of projects instituting vital internal and external processes to ensure excellent client service and support; supports project activities in project management, strategic consulting, data analysis, and reporting; identifies and implements improvements to the work processes, routines and quality of projects and team; designs and executes internal and external processes that lead to overall efficiency and effectiveness of projects and internal Center for Education Technical Assistance (CETA) functioning; provides oversight for project activities within the Strategic Consulting program area and across CETA; designs and delivers client-facing project deliverables with exceptional quality; manages staff through performance planning, development, and evaluation processes; and contributes to business development activities.

Ms. Siler spent 8 years in a variety of analyst and project management positions with the North Carolina Department of Public Instruction, where she worked in data research, policy and strategic planning, and project management in efforts to reform standards, transition to online assessments, revise the state accountability model, and implement a statewide instructional improvement system.
