Caleb Milliken is a natural resources and environmental economist with RTI’s Center for Applied Economics and Strategy. He supports a range of clients, including federal agencies, philanthropic organizations, and international development agencies such as USAID and The World Bank. He regularly provides economic analysis, survey data analysis, and policy evaluation in the fields of agriculture and food security as well as energy and climate change. 

Currently, Mr. Milliken is helping to implement a novel review process within a global philanthropic donor's agricultural investment portfolio to review and strengthen the degree to which climate risks and impacts are accounted for in new programs. In other past projects, he has helped estimate the socioeconomic benefits derived from technological or programmatic innovations. An example includes a series of case studies for NASA in which he estimated the private and social benefits of remote sensing to agricultural water users in the U.S. 

Before joining RTI in 2022, Mr. Milliken worked for the University of Nebraska's Daugherty Water for Food Institute, implementing agricultural development projects in Rwanda, Nepal, and the U.S. He lead research efforts and engaged at the field level with small-scale farmers to develop novel irrigation solutions fit for unique contexts. His analysis of small-scale irrigation business models in Rwanda helped the Institute grow their research portfolio across sub-Saharan Africa.
