RTI Equip: Provider Level Quality Benchmarking from RTI

The logo for RTI Equip

Overview

RTI Equip delivers validated, transparent, provider-level quality measures and benchmarks for opioid treatment programs (OTPs) and other behavioral health (BH) providers. Purpose-built for Medicaid-relevant use cases, the product combines RTI’s provider identification methods, case-mix adjustment, and national and state benchmarks so states, Medicaid managed care organizations (MCOs), and provider organizations can measure and compare performance fairly, consistently, and efficiently.

Why provider-level behavioral health measures?

Most existing quality analytics tools focus on health plans or provide raw claims data that require substantial custom analysis to interpret at the provider level. States, MCOs, and providers increasingly need turnkey, defensible provider-level measures to support Medicaid reporting, network oversight, contracting, and quality improvement.

RTI Equip addresses this gap by delivering provider-level measures that are:

  •  Initially focused on OTPs, a provider category with high impact and immediate Medicaid relevance, with planned expansion to Community Behavioral Health Clinics (CBHCs) and outpatient mental health clinics
  • Case-mix adjusted and methodologically transparent, enabling fair, defensible comparisons across providers serving different patient populations
  • Benchmarked at national and state levels, allowing users to interpret local performance within an appropriate peer and policy context

Core measurement approach

RTI Equip is built on a rigorously defined measurement framework designed to ensure accuracy, comparability, and policy relevance across Medicaid environments. The approach integrates three foundational components:

  • Provider identification - Proprietary methods accurately identify OTPs and other behavioral health provider types within Medicaid claims, addressing common classification gaps that limit the usefulness of many claims-based datasets.
  • Case-mix adjustment - Published, transparent risk-adjustment methods control for differences in patient populations, supporting fair provider comparisons and defensible use in oversight and contracting.
  • Benchmark construction - National and state benchmarks are derived from states and national Medicaid claims data with stratifications by encountercharacteristics.
  • Compliance-aware outputs - Reporting is aggregate and suppression-aware by design, aligning with Medicaid data use agreements (DUAs) and redisclosure requirements.

Data and delivery

RTI Equip is designed to work within the realities of Medicaid data availability, access constraints, and reporting timelines, while still delivering actionable insights.

  • Primary data sources - Medicaid claims (T-MSIS/TAF).
  • Timeliness - Claims data typically lag by 12 months. RTI provides clear data-vintage labeling and consistent methods to maximize comparability across measurement years.
  • Access models - Flexible licensing options include per-organization licenses, and enterprise or statewide subscriptions. Outputs are delivered via secure web dashboards, downloadable reports and data exports, and APIs on enterprise tiers.
