Samuel Scaggs is an expert in criminology and a member of the Corrections and Reentry Research Program in the Justice Practice Area. He has used both quantitative and qualitative methods to investigate the application of technology to improve outcomes of justice-involved individuals, prison and jail reentry programs, and community supervision practices.

Currently, Dr. Scaggs directs a National Institute of Justice (NIJ)-funded project focused on implementing and assessing the use of an automated appointment reminder tool for probationers who are enrolled in behavioral health care management. He also serves as a Co-Principal Investigator on a NIJ-funded study involving a randomized controlled trial of a web-based reentry planning application and a Senior Research Analyst on a NIJ-funded contract to evaluate the Federal Bureau of Prisons reentry programs.

Dr. Scaggs joined RTI in 2016. He also has substantial experience serving as an evaluation and sustainability-focused training and technical assistance provider to several prosecutorial and reentry practitioners across the United States.
