Rose Feinberg is a research public health analyst who conducts mixed-methods research that uses claims-based quantitative analysis integrated with key informant interviews and focus groups to study the impacts of Medicaid reform and transformation on utilization, quality of care, care coordination, and expenditures.

Her specific areas of interest include Medicaid and CHIP innovation, maternal health care and postpartum coverage, and care and coverage for behavioral health conditions. She is an experienced interviewer who has facilitated interviews and focus groups with state and federal officials, Medicaid beneficiaries, behavioral health providers, incarcerated individuals, and human trafficking survivors.

Ms. Feinberg works on the Federal Meta-Analysis Support contract, under which RTI International is conducting meta-evaluations of Medicaid section 1115 substance use disorder demonstrations and serious mental illness/serious emotional disturbance (SMI/SED) demonstrations. She also works on the Connecting Kids to Coverage HEALTHY KIDS Outreach and Enrollment Cooperative Agreements Program, an evaluation of grants to support outreach and enrollment of eligible but unenrolled children in Medicaid and CHIP. Previously, Ms. Feinberg led several federally funded projects focused on continuity of care and Medicaid coverage for formerly incarcerated individuals, including a report to Congress about best practices for states regarding health care related transitions for individuals returning to the community following incarceration in jail or prison.

Ms. Feinberg joined RTI in 2014. In addition to her research role, she is a registered nurse who currently works with pediatric and adolescent patients and families.

Eliminating the vast disparities in maternal health outcomes in our country requires targeted work to understand and address the systemic inequities that shape who can access needed care in the perinatal period.
