Matthew Sciandra

Matthew Sciandra is a health policy researcher focused on the design and implementation of the Accountable Care Organization (ACO) model. He is skilled in database management, programming, and data analysis.

Currently, Mr. Sciandra serves as task lead for the Accountable Care Organization Program Analysis contract. This project provides program analysis support and technical assistance to the Centers for Medicaid & Medicare Services (CMS) in the implementation of the Medicare Shared Savings Program. The program creates incentives for ACOs to lower their growth in health care costs while meeting certain quality of care performance standards. In his role, Mr. Sciandra screens ACO applicants and changes to existing ACOs using several databases to ensure ACOs meet criteria for acceptance into the program and maintain compliance with program regulations. He also leads the internal participant management database task, coordinates data-sharing efforts across the project team, and generates data files for CMS and public use, working closely with CMS and other contractors to ensure all databases and systems are accurate and updated.

Mr. Sciandra joined RTI in 2016. Previously, he was a research analyst at the National Bureau of Economic Research. His work there focused on the Moving to Opportunity research project, a randomized control trial measuring the effects of housing vouchers on low-income families. He is skilled in SAS and Stata.
