James Blake is a Technical and Administrative manager for a group of analytical chemists providing chemistry support for government agencies and commercial clients. In this role, he develops analytical methods to accurately quantitate and characterize test articles for toxicity testing as well as developing formulations for oral, IV, peritoneal, and dermal dose administration. .

In this capacity, he supervises and allocates personnel, coordinates laboratory task schedules, and requires attendance at meetings with the Principal Investigator (PI), Project Officers, and Study Directors. In addition, he conducts qualitative and quantitative analysis of selected test articles in support of pre-clinical studies, to estimate purity using a wide array of analytical techniques such as gas–liquid chromatography (GLC)/ liquid chromatography (LC), coupled with mass spectrometry, ultraviolet visible absorption (UV–Vis) spectrophotometry infrared spectroscopy (IR), and nuclear magnetic resonance (NMR) spectrometry. Mr. Blake also applies these techniques along with the analytical team to structurally identify compounds. He serves as Deputy PI and a Task Leader of the Formulations and Chemical Characterization Group on the National Toxicology Program (NTP). He also serves as an analytical Study Director and Manager for commercial projects, requiring analytical chemistry support involving both quantitation and qualitative analyses. In addition, he serves as a task order leader (TOL) in support of various US Environmental Protection Agency (EPA) projects, entailing analytical chemistry support.
