Ben Fein-Smolinski is an environmental engineer and research economist at RTI. He is an expert at creating economic and financial models, including, discounted cash flow models, project finance models, cost benefit assessment models, and utility tariff rate design models. He conducts economic and environmental impact assessments and provides technical support for energy efficiency, water resource management, and environmental monitoring. 

Currently, Mr. Fein-Smolinski leads impact assessments of the value of government investment in research and technology, including satellite imagery for the mining industry, efficiency analysis software for new building construction, and innovative construction materials and testing methods. His study methods include primary interviews, secondary data collection, and a cost-benefit model to quantify the value of research and development inputs toward technology development. Mr. Fein-Smolinski also evaluates the impact of policy change, including regulatory impact assessments for EPA, streamlining of NEPA processes, and the impact of state-level policies requiring increased sales of electric vehicles. Additionally, he develops project finance models and pitch decks to analyze and present the economic viability of energy projects under various market conditions and financing structures.

Mr. Fein-Smolinski joined RTI in 2012. He is a licensed professional engineer (PE) within the state of North Carolina.
