Lavanya Gupta is a strategy and evaluation specialist at RTI. She designs and implements evaluation plans, collects and analyzes data, and develops performance monitoring frameworks and key performance indicators to inform strategic decision-making. She also oversees the development and implementation of data systems and workflows to ensure accurate, timely reporting for donors and stakeholders.

Ms. Gupta currently serves as a Monitoring and Evaluation Specialist for CDC’s Division of Global Health Protection (DGHP), supporting the monitoring and evaluation of DGHP’s efforts to strengthen global health security capacities in partner countries. She also serves as a Monitoring and Evaluation Advisor for CDC-funded global health security activities in the Democratic Republic of the Congo (DRC) focused on the digitalization of case-based surveillance and outbreak detection, notification of response for diseases such as cholera, measles, mpox, and Ebola. In these roles, she supports the design and implementation of strategic performance frameworks. She also conducts mixed-method analyses and translates them into actionable insights through tailored reports, presentations, and Power BI dashboards.

Previously, Ms. Gupta worked as a monitoring and evaluation task lead for CDC’s Global Public Health Data Innovation (GHPDI) initiative, where she managed the project’s overall M&E strategy, performance indicators, and data quality systems. She developed SOPs, guidance documents, and standardized tools for data collection and validation, and led mixed methods data collection across 10+ countries. Her work supported the development of Power BI dashboards and other dissemination products that showcased project achievements and strengthened outbreak response, pandemic preparedness, and surveillance through improved data modernization and use.
