Carlee Ruiz is a public health analyst at RTI. Her research interests focus on police retention and policing strategies. Ms. Ruiz is the project manager for Project CLEARS, which helps law enforcement agencies evaluate their fatal and nonfatal shooting investigations to find best practices in solving cases. She is also the data task lead for the Bureau of Justice Assistance-funded Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP), which promotes evidence-based practices to respond to the opioid epidemic across all government levels. 

Before joining RTI in 2022, Ms. Ruiz was a crime analyst with a local law enforcement agency, where she prepared analytical reports, maintained and evaluated crime and calls-for-service data, assisted in homicide and high-violence cases, and tracked and assessed policing initiatives and technologies. She also helped start the agency’s Real-Time Crime Center. Mrs. Ruiz also previously worked for the Development, Disorder, and Delinquency Laboratory, conducting interviews with study participants, coding and redacting data, and assisting with writing grants and institutional review board forms.
